I'm planning to travel to Australia in January and was looking at bringing my Canon SLR camera and a small carry on bag, just small enough for a netbook. The problem I'll have is that with the camera bag and with the other backpack it'll amount up to 2 number pieces of hand luggage but will the airlines really pass much notice since its two small items?
A few points to note:
- I'm planning on flying from DUB - PER with EI and SQ
- I've brought the camera bag with me on a few flights before with duty free bags as hand luggage
- The backpack is too small for the camera bag
- Both pieces should be less then 10kg
- I could go off and buy another good smaller camera but I want good pictures while down in OZ and maybe a few good pictures to stick up on this website.

In theory anyway. In practice (here, at least) you are allowed much, much more.
While going through the checkpoint at ORD last week the jerk in front of me holds up the line because he's got 2 small handbag/backpacks, 2 laptop computers in separate cases, and one medium-sized rollaboard to boot.
Now in some other countries they actually enforce the rules but you will still be fine. What you have is two personal items, and no suitcases, so they won't even blink at you.

Don't know about EI, so I can't help there.
SQ can be strict in enforcing bag limits, however in addition to one piece of hand luggage you are able to carry on board a 'small' camera and a laptop/ netbook. A reasonable amount of reading material, necessary medical supplies, walking stick/ crutches and an overcoat may also be carried.
SQ carries out bag checks at check-in and prior to boarding. The staff may exercise discretion, based on safety considerations, as to whether an individual piece may be carried on board or will need to be checked.
At PER there is a cabin bag frame before you proceed to passport control and security do carry out random checks to ensure the bag will fit within the frame and that it does not exceed 7kg. Then again, you can be lucky and not pulled aside.
